On the morning of May 20, Jinyang Customs and the People's Government of Jiaocheng County signed a memorandum of cooperation to strengthen collaboration between the customs authority and the local government, optimize the business environment for cross-border trade, and jointly promote high-level opening-up and high-quality development of the county’s economy. Liu Jinping, a member of the Standing Committee of the Municipal Party Committee and Vice Mayor, attended the signing ceremony and delivered a speech. Liu Xuan, Secretary of the County Party Committee; Song Zhijiang, Deputy Secretary of the County Party Committee and County Mayor; Chen Xiangdong, Secretary of the Party Working Committee and Director of the Management Committee of the Jiaocheng Economic Development Zone; and Wang Xiangqian, Deputy County Mayor, also joined in meeting with Song Lei, Secretary of the Party Committee and Commissioner of Jinyang Customs, and his delegation.

At the signing ceremony, Liu Jinping welcomed Song Lei and his delegation, and expressed her earnest hopes for future cooperation between our county and Jinyang Customs in comprehensively deepening the development of an open economy. Liu Jinping urged our county to take this agreement signing as an opportunity to steadfastly focus on building open platforms, attracting and nurturing foreign investment, and strengthening foreign trade entities, thereby fully driving the cooperation between customs and local authorities to new heights and achieving even better results. She also emphasized that our county should continue to provide excellent service as always, creating a favorable environment and offering strong support for the smooth implementation of all customs-related tasks. At the same time, she expressed her hope that Jinyang Customs would continue to intensify its guidance and assistance to Lüliang City, piloting more innovative systems, innovative products, and innovative measures in Lüliang first, thus boosting Lüliang’s open economy toward comprehensive, high-quality development.

In his speech, Song Lei provided a detailed introduction to the basic situation of Jinyang Customs and stated that Jinyang Customs will, in accordance with the requirements set forth by the Jiaocheng County Party Committee and County Government for comprehensively deepening the development of an open economy, earnestly implement cooperative initiatives across various sectors with Jiaocheng County. Together, they will create an efficient and convenient economic development environment, continuously enhance the quality of services provided to import and export enterprises, and promote the sustained, healthy, and high-quality development of Jiaocheng County’s regional economy.

Song Zhijiang emphasized three key points regarding the deepening of comprehensive cooperation between our county and Jinyang Customs: First, proactively establish connections and build a bridge for mutual benefit. Second, engage in precise planning to lay a solid foundation for development. Third, embrace full openness and create an optimal port environment. Song Zhijiang expressed his hope that leaders and experts from Jinyang Customs would frequently visit Jiaocheng to offer guidance and support, and stated that Jiaocheng County will further strengthen policy coordination and improve service measures. Together with Jinyang Customs, we will continue to complement each other’s strengths and collaborate on innovation, using the high-quality development of leading industries such as the fertilizer sector and outstanding import-export trade performance to warmly welcome the successful convening of the 20th National Congress of the Communist Party of China.

During the event, the meeting read out the “Memorandum of Understanding between Jinyang Customs and the People’s Government of Jiaocheng County on Promoting the Comprehensive Deepening of Cooperation to Foster an Open Economy in Jiaocheng County.” Yao Hong, Deputy Director of Jinyang Customs, and Wang Xiangqian, Vice County Magistrate, officially signed the “Memorandum of Understanding between Jinyang Customs and the People’s Government of Jiaocheng County on Promoting the Comprehensive Deepening of Cooperation to Foster an Open Economy in Jiaocheng County” on behalf of both sides. Leaders from the participating cities and counties jointly witnessed the signing ceremony.

According to the Memorandum, the Jinyang Customs and the People's Government of Jiaocheng County will engage in extensive cooperation centered on promoting stable growth in foreign trade and focusing efforts on addressing and optimizing facilitation of cross-border trade. Both parties will fully leverage their respective advantages in resources, management, and talent, establishing a close-knit cooperative mechanism to inject new vitality into the development of an open economy in Jiaocheng County.
