Development and Reform Commissions, departments of industry and information technology, departments of ecological environment (bureaus), and energy administrations of all provinces, autonomous regions, municipalities directly under the central government, cities under separate planning, and the Xinjiang Production and Construction Corps:
  In accordance with the "Several Opinions on Strictly Enforcing Energy Efficiency Constraints and Promoting Energy Conservation and Carbon Reduction in Key Areas" and the "Notice on the Release of 'Energy Efficiency Benchmark and Baseline Levels for Key Areas in High-Energy-Consuming Industries (2021 Edition)',” and to help all relevant parties scientifically carry out energy conservation and carbon reduction upgrades in key areas, we are now releasing the "Implementation Guide for Energy Conservation and Carbon Reduction Upgrades in Key Areas of High-Energy-Consuming Industries (2022 Edition)" and hereby notify you of the following matters.
   I. Guiding Transformation and Upgrading
  For enterprises whose energy efficiency falls below benchmark or even baseline levels, we will actively promote the advanced technologies and equipment recommended in this Implementation Guide, the Catalog of Green Technologies, the Catalog of Recommended Industrial Energy-Saving Technologies, and the Catalog of “Energy Efficiency Star” Equipment Products. We will also strengthen efforts to optimize energy systems, make better use of waste heat and pressure, reduce pollutant emissions, promote comprehensive utilization of solid waste, and upgrade ancillary facilities. By doing so, we aim to raise the greenness level of production processes and technological equipment, enhance resource and energy utilization efficiency, and foster the development of a robust domestic market.
   II. Strengthen technological research and development.
  Fully leverage the innovation resources of institutions such as higher education institutions, research institutes, and industry associations to advance breakthroughs in green, common key technologies, cutting-edge leading technologies, and related facilities and equipment that synergistically enhance energy conservation, pollution reduction, and carbon reduction. Encourage backbone enterprises whose energy efficiency has already reached or is close to benchmark levels to adopt advanced, cutting-edge technologies and equipment in planning and constructing demonstration projects, thereby setting a leading example for high-quality development in the industry.
   III. Promote clustered development
  Guide leading enterprises to leverage their advantages in capital, talent, technology, and other resources, and voluntarily and autonomously carry out mergers and reorganizations within their respective sectors through mechanisms such as upgrading the superior and phasing out the inferior, as well as capacity replacement. This will facilitate the centralized planning and construction of large-scale, integrated production bases, enhance the level of process equipment and energy efficiency, and foster a development landscape characterized by a rational structure, effective competition, and orderly regulation. Under no circumstances shall enterprises use mergers and reorganizations as an excuse to blindly expand capacity or engage in low-level, redundant construction.
   IV. Accelerate the phasing out of outdated technologies.
  Strictly enforce relevant laws and regulations on energy conservation, environmental protection, quality, and safety technologies, as well as policies such as the "Guidance Catalog for Industrial Structure Adjustment," and eliminate, in accordance with the law and regulations, outdated processes, technologies, and production facilities that fail to meet the requirements of green and low-carbon transformation and development. For production capacities whose energy efficiency falls below the benchmark level and which are unlikely to be upgraded to meet or exceed the benchmark level within the prescribed time frame, promote their accelerated exit through market-oriented approaches and rule-of-law mechanisms.
