Notice from the National Energy Administration on Issuing the “Guiding Opinions on Energy Work for 2020”
On June 23, the National Energy Administration held a meeting to convey the spirit of the instructions issued regarding the handling of proposals submitted by deputies to the National People's Congress and proposals submitted by members of the National Committee of the Chinese People's Political Consultative Conference. The meeting also provided an update on the handling of proposals submitted by NPC deputies and CPPCC members in 2020 and laid out plans for the National Energy Administration’s work on handling these proposals in 2020. The meeting was chaired by Zhang Jianhua, Party Secretary and Administrator of the National Energy Administration.
The meeting pointed out that 2020 was a year of decisive importance for completing the building of a moderately prosperous society in all respects, winning the battle against poverty, and wrapping up the 13th Five-Year Plan. It was also an exceptionally unusual year marked by extraordinary challenges and difficulties. Therefore, doing a good job in handling this year’s proposals and suggestions is of particularly great significance. This year, the National Energy Administration is responsible for handling proposals and suggestions primarily related to the formulation of the 14th Five-Year Plan, supporting the fight against poverty, promoting the development of renewable energy, enhancing oil and gas security capabilities, facilitating the consumption of clean energy, implementing clean heating in northern regions, advancing the development of new-energy vehicles, and constructing inter-provincial and inter-regional power transmission channels.
The meeting emphasized that all implementing departments should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly establish the “Four Consciousnesses,” unswervingly uphold the “Four Confidences,” and resolutely safeguard the “Two Upholds.” They should integrate handling proposals and suggestions with the implementation of the Party Central Committee’s decisions and deployments, with the thorough implementation of the new energy security strategy of “Four Revolutions and One Cooperation,” and with addressing the salient issues that are of widespread public concern. They should actively work toward building an energy system that is clean, low-carbon, safe, and efficient.
The meeting called for all implementing departments to enhance their sense of responsibility and mission in handling proposals and suggestions, and to integrate the work of handling such proposals into their overall departmental planning, deployment, and implementation. It is essential to assign clear responsibilities, establish detailed work logs for each proposal, ensure thorough implementation at every level, and guarantee that every proposal receives a proper follow-up. To improve the quality of handling, we must prioritize key issues, adopt tailored strategies based on the nature of each proposal, and strive to address each proposal thoroughly, effectively, and completely. We should also engage in in-depth communication and consultation, establishing robust mechanisms for pre-handling communication, mid-handling research, and post-handling exchanges, thereby enhancing the participation and satisfaction of deputies and committee members. Furthermore, we must carefully prepare responses—being open and honest, getting straight to the point, and focusing on providing deputies and committee members with clear feedback on how their suggestions have been adopted and implemented, as well as on the progress made toward resolving their concerns. We must ensure timely completion by closely monitoring work progress, making coordinated arrangements for handling tasks, and adhering strictly to the prescribed deadlines. Finally, we need to strengthen proactive disclosure, following the principle of disclosing information whenever possible, actively addressing public concerns, and genuinely ensuring that deputies and committee members are kept informed and have access to relevant information.
Members of the Party Leadership Group of the National Energy Administration, including the Director of Supervision, Chief Economist, and Chief Engineer, as well as principal officials from all divisions and directly affiliated institutions based in Beijing, attended the meeting.
