The Political Bureau of the CPC Central Committee held a meeting to analyze and study economic work for 2025, as well as to plan and deploy efforts to strengthen Party conduct and integrity building and to combat corruption. Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting.


On December 9, the Political Bureau of the CPC Central Committee held a meeting to analyze and study economic work for 2025; listened to a report on the work of the Central Commission for Discipline Inspection and the National Supervisory Commission, and deliberated on and planned the work related to Party conduct and integrity building and anti-corruption efforts for 2025. Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting.

 
The meeting held that this year is a pivotal one for achieving the goals and tasks set forth in the 14th Five-Year Plan. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the whole Party and all ethnic groups across the country have remained calm in the face of challenges and adopted comprehensive measures, ensuring that the economy has maintained overall stability while making steady progress. As a result, China’s economic strength, scientific and technological capabilities, and overall national power have continued to grow. New-quality productive forces are developing steadily, reform and opening-up efforts continue to deepen, risk resolution in key areas is being carried out in an orderly and effective manner, and guarantees for people’s livelihoods remain solid and robust. Consequently, the major economic and social development goals and tasks for the year will be smoothly accomplished.
 
The meeting emphasized that to do a good job in next year’s economic work, we must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, fully implement the spirit of the 20th National Congress of the Party and the Second and Third Plenary Sessions of the 20th Central Committee, adhere to the general tone of seeking progress while maintaining stability, comprehensively, accurately, and thoroughly implement the new development philosophy, accelerate the establishment of a new development pattern, solidly promote high-quality development, further deepen reform in a comprehensive manner, expand high-level opening-up, build a modern industrial system, better coordinate development and security, implement more proactive and effective macro policies, expand domestic demand, foster the integrated development of scientific and technological innovation and industrial innovation, stabilize the property and stock markets, prevent and defuse risks in key areas and external shocks, stabilize expectations and boost vitality, drive the economy to continue its recovery and improvement, continuously enhance people’s living standards, maintain social harmony and stability, and achieve the goals and tasks set forth in the 14th Five-Year Plan with high quality, thus laying a solid foundation for a successful start to the 15th Five-Year Plan.
 
The meeting pointed out that next year, we must adhere to the principle of seeking progress while maintaining stability, using progress to bolster stability; uphold integrity while fostering innovation, establishing new frameworks before dismantling old ones; and promote systematic integration and coordinated cooperation. We should implement a more proactive fiscal policy and a moderately accommodative monetary policy, enrich and refine our policy toolkit, strengthen unconventional counter-cyclical adjustments, and deliver a “combination punch” of policies to enhance the foresight, targeted nature, and effectiveness of macroeconomic regulation. We must vigorously boost consumption, improve investment efficiency, and expand domestic demand in all aspects. We should leverage scientific and technological innovation to drive the development of new-quality productive forces and build a modern industrial system. We must give full play to the guiding role of economic structural reform and ensure that landmark reform initiatives are effectively implemented and yield tangible results. We must expand high-level opening-up, stabilize foreign trade, and attract foreign investment. We must effectively prevent and defuse risks in key areas, firmly safeguarding against systemic risks. We must continue to consolidate and expand the achievements made in poverty alleviation, coordinate and advance new-type urbanization and the comprehensive revitalization of rural areas, and promote integrated urban-rural development. We must intensify efforts to implement regional strategies and enhance regional development vitality. We must synergistically promote carbon reduction, pollution control, greening, and growth, accelerating the comprehensive green transformation of our economy and society. We must step up efforts to safeguard and improve people’s livelihoods, enhancing their sense of gain, happiness, and security.
 
The meeting emphasized the need to strengthen the Party’s leadership over economic work and ensure that all decisions and deployments of the Party Central Committee are effectively implemented. We must fully mobilize enthusiasm from all quarters and tap into the intrinsic motivation of cadres to take initiative and get things done. We must adhere to a pragmatic and truth-seeking approach, balance development with security, enhance coordination and synergy, strengthen expectation management, and improve the overall effectiveness of policies. We must also do a good job in safeguarding people’s livelihoods and ensuring social stability and security, thereby maintaining overall social stability.
 
The meeting pointed out that, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Central Commission for Discipline Inspection and the National Supervisory Commission, together with discipline inspection and supervision agencies at all levels, have thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially General Secretary Xi Jinping’s important ideas on the Party’s self-revolution. Focusing on the central tasks of the Party and the state, they have continuously strengthened political oversight, deepened efforts to rectify conduct, enforce discipline, and combat corruption, carried out solid Party-discipline education and training, promoted the thorough and effective implementation of the spirit of the Central Committee’s Eight-Point Regulations, concentrated on addressing unhealthy practices and corruption issues affecting the people, made concerted efforts to eliminate the root causes and conditions that give rise to corruption, advanced the establishment of a comprehensive system for strict Party governance and the improvement of the Party and state supervision systems, consolidated and expanded the achievements of thematic education and rectification campaigns, and driven new and significant progress in the high-quality development of discipline inspection and supervision work in the new journey.
 
The meeting emphasized that discipline inspection and supervision agencies must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guiding principle, deeply grasp the decisive significance of the “Two Establishments,” and resolutely uphold the “Two Safeguards.” They should consistently maintain a high-pressure stance against corruption, unswervingly push the fight against corruption deeper and broader, and provide strong guarantees for advancing Chinese-style modernization through new achievements in comprehensively strengthening Party governance. It is essential to focus on the “Two Safeguards” to strengthen political oversight, strictly enforce political discipline and rules, and incorporate the implementation of major reforms into oversight inspections and巡视巡察 activities, thereby ensuring the smooth advancement of reform through robust supervision. We must consolidate and deepen the outcomes of Party discipline study and education, fully leveraging the Party’s disciplinary education’s roles in constraining behavior, providing safeguards, and offering incentives. We need to improve mechanisms for simultaneously investigating and addressing unhealthy tendencies and corruption, and make concerted efforts to further deepen the integrated approach to rectifying conduct and combating corruption. We must continue to intensify efforts to address unhealthy tendencies and corruption issues affecting the people directly, ensuring that the fruits of reform and development benefit the broad masses more equitably. We must reinforce the political responsibility for comprehensively strengthening Party governance, and make every effort to sustain the firm and consistent tone of strictness. We should enhance the standardization, rule of law, and regularization of discipline inspection and supervision work, deepen reform of the discipline inspection and supervision system, and build an iron army of discipline inspection and supervision personnel who are loyal, clean, responsible, and courageous in fighting and adept at doing so.
 
Previously, General Secretary Xi Jinping chaired a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee, during which he listened to a report on the 2024 work of the Central Commission for Discipline Inspection and the National Supervisory Commission, as well as on preparations for the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection.
 
The meeting agreed to hold the 4th Plenary Session of the 20th Central Commission for Discipline Inspection from January 6 to 8 next year.
