Start with a sprint and get down to business to open up new horizons. On January 29, Lan Fo’an, Secretary of the Shanxi Provincial Party Committee, visited Jiaocheng County, Wenshui County, Fenyang City, and Xiaoyi City in Lüliang City to conduct research on the business environment, investment promotion, project advancement, key industrial chains, and the development of specialized towns. He also chaired a symposium for entrepreneurs to listen to their suggestions and opinions. He emphasized. We must thoroughly study and implement the important speeches and instructions delivered by General Secretary Xi Jinping during his inspection and research tour of Shanxi Province, strengthen our sense of mission to “hit the ground running right from the start,” summon up the spirit of “starting at full speed from the very beginning,” seize strategic opportunities, leverage our comparative advantages, take proactive and decisive action, and, guided by the construction of a high-standard market system, unswervingly promote transformative development, persistently cultivate a modern industrial system, and strive vigorously to write a new chapter of high-quality development for Shanxi Province. Li Fengqi, Member of the Provincial Party Committee Standing Committee and Secretary-General, and Wu Wei, Member of the Provincial Party Committee Standing Committee and Executive Vice Governor, attended the meeting.
The development zone is the main battlefield and primary platform for economic development. Lan Fuan successively visited the Jiaocheng Economic Development Zone, the Wenshui Economic Development Zone, the Fenyang Xinghuacun Economic and Technological Development Zone, and the Xiaoyi Economic Development Zone. He listened to briefings on industrial cultivation and project construction progress, toured talent apartments to check in on professionally skilled talents who had been “flexibly” recruited, and engaged in in-depth exchanges with development zone officials and enterprise leaders. He also sought their advice and suggestions on building a high-standard market system and fostering leading-edge industrial chains. He emphasized. The market economy is a quintessential “migratory bird economy”—wherever the environment is favorable, businesses and projects will naturally gravitate there. For a region to achieve sustainable development, it needs—short-term reliance on projects, medium-term reliance on policies, and long-term reliance on its environmental conditions. Government departments at all levels and development zones must strengthen their “shop assistant” mindset, genuinely treating enterprises’ matters as their own. They should continue to make serious efforts in enhancing the “soft environment”—including ensuring adequate factor supply, streamlining approval procedures, reducing taxes and fees, and providing targeted assistance to enterprises—so as to deliver high-quality, round-the-clock, comprehensive, and end-to-end services to businesses.
Xintianyuan Pharmaceutical Co., Ltd. is among the first batch of innovative enterprises recognized in our province. Lan Fuan carefully examined displays of new products such as pharmaceutical intermediates and learned about R&D investment, market sales, and other relevant details. He pointed out. Technological innovation is the enduring driving force behind enterprise development. We must further strengthen our awareness of innovation, build robust R&D platforms, and forge a path of development that leverages innovation to refine our products and secure market leadership with high-quality offerings. At Lüliang Jianlong Industrial Co., Ltd., Lan Fuan conducted an on-site inspection of the steelmaking workshop and listened to a briefing on the progress of the special steel technology upgrade project. He emphasized. We must fully leverage the scale and technological advantages of enterprises, strive to become “chain-leading” companies, and drive high-quality development across upstream and downstream industries. At Shanxi Dongyi Coal, Power & Aluminum Group, Lan Fuan learned about the progress of the 2.64-million-ton coking and associated dry quenching waste heat power generation project, emphasizing that pollution reduction, carbon emission reduction, energy conservation, and consumption reduction must be given top priority. We must effectively convert resource advantages into comparative advantages and continuously enhance our level of green development. Lan Fuan then visited Pengwan Hydrogen Port Hydrogen Energy Industrial Park, listened to a briefing on the development of hydrogen energy projects, and encouraged enterprises to accelerate the advancement of ongoing projects, actively explore new application scenarios for hydrogen energy, seize the initiative in the “blue ocean” of hydrogen energy, and speed up their development.
Xinghuacun Town in Fenyang City is the largest production base for light-aroma baijiu in China and one of the first ten specialized towns that our province is focusing on developing. Lan Fo'an visited the Xinghuacun International Baijiu Trading Center, where he had a warm and friendly conversation with sales staff who were livestreaming to promote products. He praised their efforts to infuse cultural depth into their marketing strategies and encouraged them to carry forward the rich culture of Fenjiu, helping Shanxi Fenjiu spread its aroma throughout China and accelerate its journey overseas. He pointed out. In a certain sense, economic competition is essentially a contest of comparative advantages and strengths. Fenjiu is a precious legacy handed down to us by our ancestors. To do well in this “liquor” business, Fengyang can truly be said to have all the favorable conditions—“favorable timing, advantageous location, and harmonious people.” We must adhere to high-standard planning, start from a high level, and implement with high quality, strengthening the synergy among “government + leading enterprises in the industrial chain + industrial parks,” and continuously boost the growth and strength of Xinghuacun Fenjiu as a specialized town. Lan Fuan encouraged Fenjiu Group to keep enhancing its brand value, better leveraging its role as a leading enterprise, and making greater contributions to the high-quality development of the entire baijiu industry chain in our province.
During the research visit, Lan Fuan chaired a symposium to hear reports on Lüliang City’s efforts to optimize the business environment, promote investment attraction, and accelerate project construction. He also engaged in in-depth discussions with leaders from several state-owned and private enterprises. He pointed out. We must unswervingly promote transformation and development, continuously upgrading traditional industries and fostering the growth of emerging ones. Grounded in our industrial foundation and making good use of our resource endowments, we should strike a balance between ecological conservation and high-quality development. We will encourage traditional industries such as coal, coke, metallurgy, and power to extend downstream and move toward higher-end segments. At the same time, we will accelerate the research and development, as well as the application and promotion, of emerging industries like hydrogen energy, modern coal chemical industry, and new aluminum-magnesium materials. We will further strengthen the guiding role of the “chain leader system,” deepen the phased cultivation of specialized towns with distinctive features, and speed up the development of producer services—especially technology services—to better drive coordinated development across all three sectors of the economy. We must unswervingly expand effective investment and continue to focus on major project construction and investment attraction efforts. We should seize policy opportunities and plan and build a batch of major infrastructure and new infrastructure projects to high standards. Fully leveraging our comparative advantages in location, resources, policies, and industrial chains, we will intensify both “going global” and “attracting foreign investment,” and launch a series of major projects aimed at industrial transformation. We will work in synergy to boost consumption and expand domestic demand, actively cultivate consumption hotspots, innovate consumption scenarios, and optimize consumption supply, thereby promoting a sustained and stable recovery in consumption. We must unswervingly optimize the business environment and continue to foster market entities and develop the private sector. Guided by the principles of “three no’s” and “three can’s,” we will keep deepening the reform of “delegation, regulation, and service,” accelerate the creation of a market-oriented, rule-of-law-based, and internationally aligned business environment, and build a “magnetic field” that attracts factors of production, “fertile ground” for enterprise development, and “treasure land” for investment and entrepreneurship. Focusing on the needs of market entities, especially small, medium, and micro-sized enterprises, we will speed up the construction of public service platforms in areas such as inspection and testing, R&D and design, e-commerce, and modern logistics, and comprehensively ensure the provision of essential services and support. Lan Fo'an emphasized. The private economy has become the backbone of the province’s economic development, accounting for “half of the country.” All localities and departments must fully implement the principle of “two unwavering commitments,” unequivocally support the growth and strengthening of the private economy, rigorously enforce all supportive policies and measures, regularly provide on-site services to enterprises, and take the lead in fostering a new type of government-business relationship characterized by both closeness and integrity. This will enable more private enterprises to experience the positive changes in Shanxi’s business environment. We hope that the vast number of private entrepreneurs will further strengthen their confidence in development, seize development opportunities, diligently enhance their internal capabilities, and focus wholeheartedly on entrepreneurship and innovation. In achieving their own healthy development, they will also play an even greater role in accelerating the province’s drive toward high-quality development.
Lan Fo'an emphasized. The opening phase sets the tone for the entire journey, and the initial steps determine the outcome of the later stages. All regions and departments must aim for a strong start in the first quarter, staying focused and confident, brimming with energy and striving to take the lead. Working together with one heart and one mind, we must implement tasks with the spirit of driving nails home, making every effort to ensure smooth operation and scheduling, secure energy supply, boost agricultural production, advance project construction, attract investment, stimulate consumption, and provide targeted assistance to enterprises facing difficulties. We should accelerate the resumption of work and production, as well as the reopening of businesses and markets after the holiday, and firmly push forward all aspects of high-quality development, ensuring a solid and successful start to the first quarter.
