Following the memorandum of cooperation, Jinyang Customs has launched another major initiative!
2022 Year 7 Moon 5 In the morning, a meeting was held titled “On-site Conference for Export Fertilizer and Hazardous Chemical Enterprises in Jiaocheng County and Briefing on the Impact of Foreign Technical Trade Measures.” The meeting was chaired by Guo Zhiqiang, Director of the Jiaocheng County Bureau of Commerce. Wei Rong (Deputy Commissioner), Yuan Li, Zhang Xinyu, Guo Yanli, Zhao Wenjuan, Li Wei, Wang Beibei, and Zhang Ruige from the Jinyang Customs delivered on-site briefings. Attending the meeting were enterprises involved in the production of hazardous chemicals and fertilizers in Jiaocheng, as well as companies surveyed for the impact of foreign technical trade measures—including Huaxin Fertilizer, Dongjin Fertilizer, Hongxing Chemical, Sanxi Chemical, and Leixin Chemical. 20 Several export companies attended.

At the meeting, Guo Zhiqiang, Director of the Commerce Bureau of Jiaocheng County, emphasized the significant role that export trade plays in Jiaocheng’s economy. The county government’s Commerce Bureau is also actively communicating and coordinating with the customs authorities. Zhao Wenjuan, Chief of the Inspection Division at Jinyang Customs, introduced the customs regulatory requirements for exporting fertilizers. Li Wei, Deputy Chief of the Inspection Division, outlined the conditions that must be met at inspection sites and the preparatory requirements. Wang Beibei, a Second-Level Officer, explained the follow-up procedures for batches found to be non-compliant. Zhang Ruige, a First-Level Administrative Law Enforcement Officer, described the basic procedures for accepting inspection declarations. Guo Yanli, Chief of the Verification Division, provided background information on the investigation into the impact of foreign technical trade measures. Zhang Xinyu, a Third-Level Senior Officer, explained the requirements for completing the survey forms used to assess the impact of foreign technical trade measures. 
Wei Rong, Deputy Director of the Jinyang Customs, stated that the purpose of this meeting is to thoroughly implement the decisions and directives of the Party Central Committee and the State Council. “On the Deployment of Work Tasks for Safe Production,” we will implement the important arrangements made by the General Administration of Customs, the Shanxi Provincial Party Committee, and the provincial government regarding safe production tasks. In accordance with the work requirements of Taiyuan Customs, we will deepen the three-year special campaign for safe production, earnestly carry out safe production work, and guide enterprises to further standardize the production, operation, and storage of hazardous chemicals—such as fertilizers—for export, as well as the procedures for inspection declaration and stock preparation. This will enable enterprises to better cooperate with Customs in future inspection processes, make efficient use of inspection resources, and continuously improve the pass rate of exported products.
On-site Conduct on-site observation of inspection activities. The customs inspection work provides an opportunity to gain a close-up understanding of the relevant requirements for customs inspections, laying a solid foundation for better cooperation between customs and enterprises in the future and enabling more efficient on-site inspection of exported goods.
