Liu He, a delegate from the Shanxi delegation and member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, reviewed the document together with the delegates. During his participation in the review session of the Shanxi delegation, Liu He said he fully endorsed Premier Li Keqiang’s Report on the Work of the Government. The report reflects the requirements of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and embodies the strategic goal of building a moderately prosperous society in all respects. China has achieved significant strategic gains in its COVID-19 prevention and control efforts, which fully demonstrate the strong leadership, wisdom, decisiveness, sense of responsibility, foresight, and strategic resolve of the Party Central Committee with Comrade Xi Jinping at its core. This also once again highlights the remarkable advantages of the socialist system with Chinese characteristics. We hope that Shanxi will earnestly implement the important instructions delivered by General Secretary Xi Jinping during his inspection tour of Shanxi, seize the excellent opportunities presented by the transformation and development, and steadily promote the economic restructuring and upgrading, achieving a strategic shift from a single industrial structure to a diversified one, from factor-driven growth to innovation-driven growth, and from resource-based advantages to manufacturing and service-oriented strengths, thus forging a new path for transformation and development.

In his speech, Lou Yangsheng expressed full agreement with Premier Li Keqiang’s work report. Lou Yangsheng said that in recent years, Shanxi has kept firmly in mind the earnest instructions of General Secretary Xi Jinping and has resolutely forged ahead along the bright path charted by the General Secretary, driving high-quality transformation and development of its resource-based economy with promising momentum. The province’s economic aggregate has rebounded from its lowest point, climbing steadily year after year; its economic structure continues to improve, new growth drivers are accelerating, quality and efficiency are steadily rising, breakthroughs have been made in key areas of reform, the business environment keeps getting better, ecological and environmental protection efforts have yielded remarkable results, and people’s livelihoods have made comprehensive progress. In particular, Shanxi has resolutely implemented the decisions and deployments of the Party Central Committee, coordinating epidemic prevention and control with economic transformation and development. In the first quarter of this year, six out of eight major economic indicators performed better than the national average. From January to April, fixed-asset investment across the province grew faster than the same period last year, and value-added industrial output from enterprises above designated size posted positive growth for two consecutive months.

Lou Yangsheng said that, looking back on Shanxi’s journey over the past several years, the broad cadre and masses have come to deeply appreciate that the remarkable situation Shanxi enjoys today is fundamentally due to the wise leadership and heartfelt care of General Secretary Xi Jinping. At this critical moment—when we are determined to achieve a moderately prosperous society in all respects and wage a decisive battle against poverty—and just before the convening of the Two Sessions nationwide, General Secretary Xi Jinping once again visited Shanxi for an inspection, providing us with further guidance on our path forward, clearly defining our major tasks, and offering tremendous encouragement and inspiration to the people of the entire province. We must take General Secretary Xi Jinping’s important speeches and instructions during his visit to Shanxi as our guiding light and invincible treasure, faithfully implement his earnest expectations, fully carry out the decisions and deployments of the Party Central Committee, and bravely march ahead along the golden path pointed out by the General Secretary. We must remain steadfast in our commitment to transformation, focus relentlessly on innovation, fear no difficulties in deepening reform, spare no effort in catching up and surpassing others, and never slacken in enforcing strict Party governance. We should strive to blaze a new trail in transformation and development at the forefront. Regarding the implementation of General Secretary Xi Jinping’s important speeches and instructions, and in conjunction with the government work report, Lou Yangsheng said that we must focus on the “six new” areas, build a world-class innovation ecosystem, and accelerate the development and cultivation of new infrastructure, new technologies, new materials, new equipment, new products, and new business models. We must deepen the comprehensive pilot reforms of the energy revolution, continue to tackle tough challenges in key reform areas, and comprehensively enhance our level of opening up to the outside world. We must focus on green development, promote coordinated advancement of green production, green growth, and green living, and establish and improve a robust legal and institutional framework for green development. We must focus on employment, implementing the “Everyone Holds a Certificate, Building a Skilled Society” initiative. We must focus on overall coordination, promoting high-level rise, and actively striving to include Shanxi’s major long-term development initiatives in the country’s 14th Five-Year Plan. Lou Yangsheng also put forward suggestions regarding support for the construction of the Xiongxin and Tai Sui high-speed passenger rail lines, approval of Shanxi’s establishment as a national free trade zone, and inclusion of Taiyuan in the list of national regional central cities. Lin Wu expressed his full agreement with the Government Work Report delivered by Premier Li Keqiang on behalf of the State Council. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the report comprehensively implements the spirit of the 19th National Congress of the Communist Party of China as well as the decisions and deployments of the Second, Third, and Fourth Plenary Sessions of the 19th Central Committee. Lin Wu said that since last year, confronted with a complex and severe international environment and the sudden impact of the COVID-19 pandemic, the Party Central Committee has demonstrated far-sighted vision and calm responses. As a result, we have achieved major strategic victories in the battle against the epidemic, and the coordinated approach of regular epidemic prevention and control combined with economic and social development has steadily led to “dual victories.” This has showcased to the world China’s strength, Chinese spirit, Chinese efficiency, and the image of a responsible major country, greatly boosting national pride, self-confidence, and cohesion. It further highlights the remarkable advantages of the leadership of the Communist Party of China and the socialist system with Chinese characteristics, reflects the modernization level of our national governance system and governance capacity, and reinforces our confidence and determination to achieve the Two Centenary Goals and realize the Chinese Dream of the great rejuvenation of the Chinese nation. We must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, thoroughly study and implement General Secretary Xi Jinping’s important speeches and instructions during his inspection of Shanxi, fully carry out all the tasks outlined in the Government Work Report, and follow the provincial party committee’s overall guiding principle of “Four Priorities, Four Highs, and Two Synchronizations.” We should ensure steady progress in the “Six Stabilities,” fulfill the “Six Guarantees” tasks, fight the “Three Major Battles,” make decisive strides in poverty alleviation, secure victory in building a moderately prosperous society in all respects, and strive vigorously to accomplish the goals and tasks set forth in the 13th Five-Year Plan. Guo Fenglian, Liu Feng, Hao Xu, Wu Tao, Gao Xiangming, Wang Junbiao, Zhang Hongxiang, Li Jinping, and Yang Linhua delivered speeches respectively on topics including rural revitalization, comprehensive reform for transformation, building agricultural product brands, piloting comprehensive reforms in the energy revolution, fostering innovative development of enterprises, providing financial support for transformation and development, promoting poverty alleviation through carrying forward the “Youyu Spirit,” constructing demonstration zones for comprehensive reform and transformation, and integrating medical services at the county and township levels.
