Opinions of the CPC Central Committee and the State Council on Further Deepening Rural Reform and Solidly Promoting All-round Rural Revitalization


To achieve Chinese-style modernization, we must accelerate the comprehensive revitalization of rural areas. At present, agriculture has once again yielded bumper harvests, and rural areas remain harmonious and stable. Meanwhile, the international environment is complex and severe, and China faces an increasing number of uncertain and unpredictable factors in its development. The more we confront risks and challenges, the more crucial it becomes to consolidate the foundation of “agriculture, rural areas, and farmers” work. To do well in “agriculture, rural areas, and farmers” work for 2025 and the period ahead, we must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, thoroughly carry out General Secretary Xi Jinping’s important discourses and instructions on “agriculture, rural areas, and farmers” work, uphold and strengthen the Party’s overall leadership over this work, fully, accurately, and comprehensively implement the new development philosophy, stick to the general tone of seeking progress while maintaining stability, prioritize the development of agriculture and rural areas, promote integrated urban-rural development, stay true to our core principles while fostering innovation, and firmly aim at advancing the comprehensive revitalization of rural areas and building a strong agricultural country. Driven by reform and opening-up and scientific and technological innovation, we must consolidate and improve the basic rural operating system, deeply learn from and apply the experience of the “Ten Million Project,” ensure national food security, prevent large-scale relapse into poverty, enhance the level of rural industrial development, rural construction, and rural governance, and make every possible effort to boost agricultural efficiency, invigorate rural areas, and increase farmers’ incomes—thus providing solid foundational support for advancing Chinese-style modernization.
 
1. Continuously enhance the capacity to ensure the supply of essential agricultural products, including grain.
 
(1) Deeply advance the initiative to significantly boost per-unit yields of grain and oilseed crops across large areas. Stabilize the area planted with grains, focus on improving both per-unit yield and grain quality, and ensure stable and abundant grain production. Further expand the scale of implementation of the grain yield-enhancement program, intensify efforts to integrate and promote high-yield, high-efficiency farming models, advance integrated water and fertilizer management, and thereby boost yields across broad regions. Step up efforts to implement the new round of tasks aimed at increasing grain production capacity by 100 billion jin. Adopt multiple measures to consolidate the gains made in expanding soybean cultivation, tap into the potential for expanding rapeseed and peanut cultivation, and support the development of woody oil crops such as camellia oleifera. Promote stable and quality-enhanced production of cotton, sugar crops, and natural rubber.
 
(2) Support the stable development of animal husbandry. Strengthen monitoring and regulation of hog production capacity to promote steady growth. Advance measures to relieve difficulties faced by the beef and dairy cattle industries and stabilize their basic production capacity. Implement the national standard for sterilized milk and support integrated development of dairy farming and processing, with family farms and farmer cooperatives as the main players. Strictly enforce inspection and quarantine regulations for hog slaughter, and strengthen prevention and control of major animal diseases and key zoonotic diseases. Enhance the capacity for producing feed and forage, and accelerate the transformation and upgrading of grassland animal husbandry.
 
(3) Strengthen the protection of cultivated land and enhance its quality. Strictly enforce total control over cultivated land and adhere to the principle of “compensation based on occupation,” integrating all types of cultivated land use into unified management under the balance-of-occupation-and-compensation system, thereby ensuring dynamic equilibrium of the total cultivated land area within each province. Improve the evaluation and acceptance standards for supplementary cultivated land quality. Continue to address issues such as “greenhouse housing,” encroachment on cultivated land for “lake excavation and landscape creation,” and unauthorized construction on cultivated land, firmly curbing illegal activities that damage cultivated land. Develop a catalog of staple crops and establish a monitoring system for the intended use of cultivated land. Carry out rectification of “non-grain” conversion of cultivated land in a classified and orderly manner, setting appropriate transition periods based on actual industrial development conditions and crop growth cycles. Promote high-quality construction of high-standard farmland, optimize construction content, improve mechanisms for farmers’ full-process participation in project implementation, and strengthen comprehensive quality supervision throughout the entire construction process. Steadily advance pilot programs for the integrated utilization of saline-alkali lands, and intensify efforts to address erosion gullies in the Northeast black soil region and degraded acidic farmland in southern China. Promote the reclamation and utilization of abandoned farmland in a categorized manner. On the premise of ensuring that cultivated land protection targets within each province remain unchanged, steadily and orderly withdraw unstable cultivated land within river channels that pose risks to flood safety. Strengthen the protection of traditional terraced fields.
 
(4) Promote collaborative research and development efforts in agricultural science and technology. Use technological innovation to drive the concentration of advanced production factors and develop new, high-quality agricultural productivity tailored to local conditions. Focus on accelerating breakthroughs in critical core technologies, strengthen the coordinated allocation of agricultural research resources, and cultivate leading agricultural technology enterprises. Deeply implement the Seed Industry Revitalization Initiative, leverage the role of major agricultural research platforms such as the “South Breeding Silicon Valley,” and speed up the development of a batch of groundbreaking crop varieties. Continue to advance the industrialization of bio-breeding. Promote high-quality development of agricultural machinery and equipment, accelerate the R&D and application of domestically produced, advanced, and suitable agricultural machinery and equipment, and facilitate the scrapping and upgrading of outdated agricultural machinery. Support the development of smart agriculture and expand the application scenarios for technologies such as artificial intelligence, big data, and low-altitude technologies.
 
(5) Strengthen the building of agricultural disaster prevention and mitigation capabilities. Enhance meteorological services for agriculture, strengthen monitoring, early warning, and forecasting of disaster risks, and make good use of resources such as regional agricultural social service centers to minimize disaster losses to the greatest extent possible. Build a modern flood control and disaster reduction system, comprehensively carry out hazard removal and reinforcement of dams at risk, intensify the management and upgrading of small and medium-sized rivers and large- and medium-sized irrigation districts, and advance reforms in the construction and management mechanisms of key facilities in flood detention areas. Strengthen the management of lowland waterlogging areas, promote the construction of agricultural water conservancy facilities and the improvement of ditches and canals, and accelerate the restoration of farmland and irrigation and drainage facilities damaged by disasters. Enhance the construction of shelterbelts in agricultural areas. Conduct thorough monitoring and early warning of crop diseases and pests, and implement unified pest control measures. Improve forest and grassland fire prevention and extinguishing capabilities.
 
(6) Improve the policy system supporting grain production. Implement the minimum purchase price policies for rice and wheat, refine subsidy policies for corn and soybean producers and rice producers, and stabilize subsidies for protecting arable land fertility. Reduce the proportion of county-level premium subsidies for agricultural insurance in major grain-producing counties, and promote the expansion of coverage for full-cost insurance and income insurance for rice, wheat, corn, and soybeans. Encourage localities to pilot interest subsidies on special loans for grain and oilseed cultivation. Enhance the reward and subsidy incentive mechanism for major grain-producing regions and increase support for counties that are major grain producers. Launch and implement inter-provincial horizontal benefit compensation among grain-producing and marketing regions under central coordination, ensuring effective fundraising and allocation of funds. Gradually expand the scope of initiatives aimed at enhancing public service capacities in major grain-producing counties.
 
(7) Improve the coordination mechanism between agricultural product trade and production. Adopt comprehensive measures to keep prices of key agricultural products, such as grain, at reasonable levels, stabilize market supply and demand, safeguard farmers’ enthusiasm for grain production, and protect farmers’ interests. Severely crack down on illegal activities such as agricultural product smuggling. Strengthen the construction of biosecurity systems at ports of entry and exit. Enhance the early-warning system for damage to agricultural industries. Carry out grain procurement in an orderly manner and strengthen supervision of reserve grain stocks. Strengthen the release of agricultural market information and expectation guidance.
 
(8) Build a diversified food supply system. Implement the “big agriculture” and “big food” concepts, and develop food resources through multiple channels and in a comprehensive manner. Strengthen the construction of emergency vegetable supply bases and carry out modern facility agriculture upgrading projects around large and medium-sized cities. Promote high-quality development of the fisheries sector, support the development of deep-sea aquaculture, and build offshore pastures. Develop forest foods to enrich our “forest granary.” Drive quality improvement and efficiency enhancement in the edible mushroom industry, and promote the development of algae-based foods. Foster and develop bio-agriculture, and explore new types of food resources. Accelerate the establishment of a statistical monitoring system for grain and major food products. Strengthen regulation of food safety and agricultural product quality safety, deepen efforts to address pesticide residues in agricultural products, and promote the reduction in the use of veterinary antimicrobials.
 
(9) Establish and improve long-term mechanisms for food and grain conservation. Solidly advance initiatives to conserve grain and combat food waste, and establish sound incentive and constraint mechanisms. Vigorously promote healthy eating habits, strengthen guidance on oil usage in public canteens and catering establishments, and popularize dietary practices such as reducing oil, salt, and sugar intake, as well as consuming whole grains. Promote measures to minimize losses during mechanized grain harvesting, adopt moderate processing techniques, and ensure scientific storage practices.
 
II. Continuously consolidate and expand the achievements made in poverty alleviation.
 
(10) Firmly uphold the bottom line of preventing large-scale relapse into poverty. Continue to consolidate and enhance the achievements made in the “Three Guarantees” and safe drinking water provision, strengthen follow-up support for relocated households, and guard against complacency and slackening in work efforts. Enhance the effectiveness of monitoring and assistance measures aimed at preventing relapse into or falling into poverty, promptly including farming households at risk of such situations into assistance programs. Deeply carry out targeted efforts to boost employment and prevent relapse into poverty, strengthening the capacity of assistance workshops to absorb workers and stabilizing both the number of impoverished people employed and their incomes. Following the principles of consolidation, upgrading, revitalization, and adjustment, promote the quality improvement and efficiency enhancement of assisted industries in a categorized manner. Deeply implement “group-based” assistance initiatives involving cadres and professionals in science and technology, healthcare, and education. Strengthen management of enterprises and products on consumption-assistance platforms.
 
(11) Coordinate the establishment of mechanisms to prevent rural populations from falling back into or into poverty, as well as a tiered and categorized assistance system for low-income rural residents and underdeveloped regions. Conduct a comprehensive assessment of the effective alignment between consolidating and expanding poverty alleviation achievements and rural revitalization, and develop a policy framework for post-transition-period assistance. Coordinate the identification and verification of low-income rural residents and those at risk of falling back into or into poverty. Pay close attention to stimulating endogenous motivation, strengthen development-oriented assistance for low-income rural residents who are capable of working, enhance social safety net protection, support the revitalization and development of underdeveloped regions, establish a tiered and categorized assistance system, and provide differentiated support through mechanisms such as East-West cooperation and targeted assistance programs.
 
(12) Establish a long-term management mechanism for assets formed by national investments in poverty alleviation efforts. Conduct a comprehensive inventory of assets created through national poverty alleviation investments and set up a unified ledger for asset registration and management. Formulate management measures for assets generated by assistance projects, improve the full-process supervision system covering asset formation, property rights confirmation and transfer, maintenance and operation, and income distribution, and promote the preservation and enhancement of value of operational assets as well as the continued effective utilization of public-benefit assets. Refine the asset classification and disposal system, and support localities in revitalizing inefficient and idle assets.
 
III. Focus on Strengthening County-Level Industries That Enrich the Local Population
 
(13) Develop distinctive rural industries. Adhere to market-oriented principles, vigorously promote the cultivation and production of green and specialty agricultural products, drive the transformation and upgrading of the agricultural processing industry, implement a plan for cultivating high-quality agricultural brands, build specialized agricultural industrial clusters, and enhance the level of agricultural industrialization. Deeply implement projects for integrated development of rural industries, and foster new rural industries and business models. Promote the deep integration of rural culture and tourism, launch pilot programs to empower rural revitalization through cultural industries, and elevate the specialization, quality, and standardization of rural tourism. Accelerate the establishment of a modern distribution network for agricultural products and agricultural inputs, and support various entities in collaboratively building supply chains. Promote the high-quality development of rural e-commerce.
 
(14) Improve the mechanism for linking and supporting farmers. Enhance the linkage between support policies for new types of agricultural business entities and their role in boosting farmers’ incomes, making farmer-linking and support a key criterion for policy orientation. Guide enterprises, farmer cooperatives, family farms, and individual farmers to forge close partnerships and collaborations through mechanisms such as guaranteed minimum dividends, equity participation, and service-driven approaches, enabling farmers to share more of the added value generated by the industry. Standardize and guide social investment in the agricultural and rural sectors, and establish sound risk-prevention mechanisms.
 
(15) Broaden channels for farmers to increase their incomes. Guide farmers to develop industrial projects suitable for family-run operations, and promote the development of courtyard economies, forest-understory economies, and homestay-based economies tailored to local conditions. Step up support for policies aimed at stabilizing employment and boosting job opportunities, strengthen employment services and labor cooperation, and cultivate and promote distinctive labor service brands. Advance initiatives to revitalize rural areas through domestic services. Enhance employment support for older migrant workers. Promote full coverage and effective operation of systems guaranteeing timely wage payments to migrant workers, and address all types of wage arrears in accordance with the law. Develop county-level economies with unique characteristics, support the growth of wealth-creating industries with high employment capacity, and facilitate local employment and income growth for farmers. Implement a special action plan to strengthen agriculture, benefit farmers, and enrich rural residents through digital technologies. Expand the scale of work-relief programs, and promote work-relief approaches in key construction projects and in the development of agricultural and rural infrastructure.
 
IV. Focus on Promoting Rural Development
 
(Sixteen) Coordinate urban and rural planning and spatial layout at the county level. In response to demographic trends, promote the organic integration of comprehensive rural revitalization with new-type urbanization, leverage the role of county- and township-level land-space planning in spatial coordination and resource allocation, and foster integrated development of urban and rural industries, infrastructure, and public services. Enhance the quality and effectiveness of village planning, and avoid mandating full coverage of village planning. For villages that do not require formal planning, appropriate guidance and control can be implemented through county- and township-level land-space plans, or general management regulations can be issued instead. Reasonably identify key priorities and sequencing for village construction, integrate construction with maintenance and management, and explore rural development models that reflect local characteristics. On the premise that the total amount of cultivated land remains unchanged and the layout of permanent basic farmland stays largely stable, carry out comprehensive land consolidation across the entire county, using counties as the coordinating units and townships as the basic implementation units.
 
(17) Promote the extension of infrastructure to rural areas. Advance, on a case-by-case basis, the integration of urban and rural water supply systems, the scaling up of centralized water supply, and the standardization of small-scale water supply systems. Where conditions permit, implement county-level unified management and professional maintenance of rural water supply systems. Carry out the new round of rural road upgrading initiatives effectively, conduct risk assessments and remediation of rural roads, bridges, and tunnels, and continuously promote the high-quality development of “Four Good Rural Roads.” Consolidate achievements in providing bus services to townships and administrative villages that meet the necessary conditions, improve rural waterway transportation conditions, and advance the integrated development of passenger, freight, and postal services in rural areas. Deepen the “express delivery to villages” initiative and strengthen the construction of comprehensive village-level parcel delivery and logistics service stations. Further enhance the development of county-level commercial systems, support chain-store operations in county markets, and extend cold-chain distribution and instant retail services to townships. Promote the replacement of old consumer goods with new ones in rural areas and improve the recycling network for used home appliances and other waste products. Consolidate and enhance the level of rural power supply, strengthen the development and utilization of distributed renewable energy sources in rural areas, and encourage localities with suitable conditions to build public charging and battery-swapping facilities. Improve the universal provision of telecommunications services in rural areas. Continue implementing renovation projects for dilapidated rural houses and seismic-resistant renovations of farmhouses, and ensure the restoration and reconstruction of housing damaged or destroyed by disasters in affected regions.
 
(18) Enhance the level of basic public services in rural areas. Optimize the allocation of educational resources across regions, improve the facilities and management standards—including fire safety and security—of boarding schools, and ensure the proper operation of small-scale rural schools that are essential. Comprehensively strengthen the management of the Nutritional Improvement Program for students in compulsory education in rural areas, guaranteeing food safety and the prudent use of funds. Focus on deploying personnel to lower-level administrative units to promote the development of closely integrated county-level medical consortia, enhance the service capabilities of central township health centers, and advance the construction of a telemedicine service system. Strengthen capacity building for the prevention and control of infectious diseases and emergency response in rural areas, and deepen the implementation of nationwide fitness campaigns and patriotic sanitation movements. Establish and improve a long-term mechanism for basic medical insurance enrollment, raising the maximum payment limit for serious illness insurance in the following year for rural residents who have maintained continuous enrollment and had zero reimbursement claims in the current year. Gradually increase the basic pension levels for urban and rural residents’ basic old-age insurance. Improve the three-tier elderly care service network at the county, township, and village levels, launch pilot programs for innovative county-level elderly care service systems, and encourage the development of mutual-help elderly care services at the village level. Develop infant and toddler care services in rural areas. Expand the coverage of institutions providing assistance and protection for minors, and enhance the quality of care services for left-behind children and children in difficult circumstances. Strengthen support and rehabilitation assistance for persons with disabilities.
 
(19) Strengthen ecological and environmental governance in rural areas. Deeply and effectively fight the tough battle against pollution in agriculture and rural areas, continuously promote improvements in rural living environments, and build beautiful countryside. Improve the implementation mechanisms for rural toilet renovations and refine the socialized management, maintenance, and service systems. Select rural domestic wastewater treatment models suited to local conditions, promote the coordinated treatment of toilet fecal waste and domestic sewage, and basically eliminate large-scale black-and-odor water bodies in rural areas. Promote source reduction of rural solid waste, on-site and nearby treatment, and resource utilization. Strengthen systematic governance in key areas where agricultural non-point source pollution is particularly severe; enhance the resource utilization of livestock and poultry manure and the treatment of aquaculture effluent. Advance the safe use of contaminated farmland, strengthen tracing and remediation of heavy metal contamination in agricultural land soils. Support the comprehensive utilization of straw, precisely delineate no-burning zones, and implement no-burning control requirements in accordance with laws and regulations. Vigorously advance the “Three-North” Project, strengthen resource coordination and joint prevention and control, and enhance the overall effectiveness of sand control and desertification prevention efforts. Strengthen ecological protection and restoration of grasslands. Promote the construction of ecologically clean small watersheds. Firmly implement the ten-year fishing ban in the Yangtze River, and reinforce the rescue of rare and endangered species in the Yangtze River as well as the ecological restoration of important habitats.
 
V. Focus on improving and perfecting the rural governance system.
 
(20) Strengthen the building of grassroots Party organizations in rural areas. Deeply advance efforts to promote rural revitalization through Party building, consistently using Party building to guide grassroots governance and enhance the leadership capacity of grassroots Party organizations. Maintain stability in the tenure of members of county-level Party and government leading bodies, continuously strengthen the building of township-level leadership teams and cadres, and focus on addressing the issue of some young cadres struggling to adapt to the rural grassroots environment. Properly carry out the nationwide replacement of village “two committees,” intensively rectify weak and disorganized village Party organizations, and encourage first secretaries and work teams stationed in villages to take proactive roles and responsibilities. Strengthen education and training for rural Party members and cadres. Improve the grassroots supervision system and strictly manage and supervise village cadres, especially those concurrently holding multiple positions. Further refine systems for public disclosure of village affairs and democratic deliberation, and support farmers’ participation in village-level deliberations and consultations through multiple channels. Continue to deepen efforts to address unhealthy tendencies and corruption in the field of rural revitalization, conduct thorough inspections of villages, and further refine and improve norms for rural grassroots cadres in the new era to ensure they perform their duties with integrity.
 
(21) Continue to tackle formalism and reduce the burden on the grassroots level. Fully establish lists of responsibilities for township (subdistrict) authorities, strengthen supervision and evaluation of implementation, and improve mechanisms for dynamic adjustment. Establish and refine long-term mechanisms for strict control over the secondment of staff from counties and townships. Strictly limit inspections, checks, and assessments conducted at the grassroots level, and streamline and optimize agricultural-related assessments. Consolidate the achievements made in clearing “one-vote veto” measures and signed responsibility agreements. Eliminate and integrate government service applications aimed at the grassroots level, and continue to deepen efforts to address “formalism at our fingertips.” Promote the integration of multiple grid systems into a single, unified grid system for rural grassroots governance. Through measures such as “reducing burdens at higher levels while bolstering those at lower levels,” shift staffing resources toward townships (subdistricts), and enhance categorized management and coordinated utilization.
 
(22) Strengthen the building of civilized rural customs. Further enhance spiritual civilization construction in rural areas in the new era, reinforce ideological and political guidance, implement projects to foster civilized rural customs, and promote deeper public understanding of the Party’s innovative theories and wider adoption of socialist core values. Cultivate a new ethos and new look for the times, deepen practical activities such as “I Do Practical Things for the Masses,” and advance the building of harmonious families and amicable neighborhoods. Intensify publicity and education on ethnic unity and progress, and solidify the sense of community among the Chinese nation. Establish mechanisms to directly deliver high-quality cultural resources to the grassroots level, enrich the supply of cultural services and products in rural areas, innovatively carry out cultural activities benefiting the people such as “Opera Enters Villages,” strengthen support for local cultural talents, and guide the healthy development of mass cultural and sports activities. Promote the construction of special protection zones for traditional villages, enhance the protection, inheritance, and dynamic utilization of rural cultural heritage, and thoroughly implement projects for the preservation of rural cultural relics.
 
(23) Promote the transformation of customs and practices in rural areas. Advance comprehensive governance of the issue of exorbitant bride prices in rural regions, leveraging the roles of organizations such as the Women's Federation and the Communist Youth League to strengthen public-interest marriage and dating services and provide care and support for rural marriage-age populations. Intensify efforts to crack down on illegal activities such as marriage brokers and marriage scams. Enhance the standardized management of ancestral halls. Deepen funeral and burial reforms and promote the construction of public-interest, eco-friendly burial facilities. Continue to address prominent issues such as excessive social competition, lavish wedding and funeral ceremonies, overemphasis on funerals at the expense of elder care, and unregulated or haphazard burials; refine binding regulations and voluntary standards. Regulate the rural performance market and thoroughly address vulgar and low-quality performances. Strengthen the development of science popularization platforms in rural areas and oppose feudal superstitions.
 
(24) Maintain rural stability and tranquility. Uphold and develop the “Fengqiao Experience” for the new era, strengthen the identification and resolution of rural conflicts and disputes, improve mechanisms for information sharing and collaborative problem-solving, and foster a positive and healthy social atmosphere. Enhance the regularized mechanism for combating organized crime and evil forces in rural areas, and prevent and curb the emergence and spread of “village tyrants” and criminal gangs rooted in family and clan ties. Strengthen the management of religious affairs in rural areas. Thoroughly crack down on and rectify gambling activities in rural communities, fortify the anti-drug defenses in rural regions, and severely punish economic crimes such as pyramid schemes and fraud involving agricultural sectors. Improve the organizational system for emergency management in rural areas, and reinforce source control and thorough inspection and remediation of safety risks in areas such as rural road traffic, gas supply, fire safety, and self-built housing.
 
Six, focus on improving the mechanisms for ensuring and optimizing the allocation of production factors.
 
(25) Stabilize and improve the rural land contract relationship. Adhere to the principle of “major stability with minor adjustments,” and steadily advance pilot programs for extending the second round of land contracts by another 30 years after their expiration. Expand the scope of province-wide pilot programs, properly resolve conflicts and disputes arising from contract extensions, and ensure that the contracted land of the vast majority of farming households is generally extended and remains stable. Improve the management and service system for the transfer of land contract operation rights; under no circumstances should land transfers be promoted through methods such as setting targets or assigning specific tasks. Encourage the use of mechanisms such as publishing land transfer price indices and using physical units for rent calculation to help keep transfer fees at a reasonable and stable level. Foster new types of agricultural business entities, enhance the quality and efficiency of socialized agricultural services, and strengthen their ability to support and lead farming households.
 
(26) Manage and make good use of rural resources and assets. Solidly carry out the registration, confirmation, and certification of homesteads integrated with land and housing. Explore effective ways to activate and utilize housing legally owned by farmers through means such as leasing, equity participation, and cooperation. Urban residents are prohibited from purchasing farmhouses or homesteads in rural areas, and retired cadres are prohibited from acquiring land in rural areas for building houses. Promote the reform of bringing collectively-owned construction land for commercial purposes into the market in an orderly manner, and improve mechanisms for profit distribution and protection of rights and interests. Develop new forms of rural collective economies tailored to local conditions, without setting rigid targets for collective income, and strictly controlling risks and debts associated with collective operations. Continue to deepen special governance efforts aimed at managing rural collective funds, assets, and resources. Promote standardized management and rational utilization of newly reclaimed farmland.
 
(27) Innovate investment and financing mechanisms for rural revitalization. Prioritize ensuring adequate general public budget allocations for agriculture and rural areas, and strengthen performance management to provide both incentives and constraints. Increase support from central budget investments, ultra-long-term special government bonds, and local government special bonds for the construction of major projects in the agriculture and rural areas. Employ monetary policy tools such as relending, rediscounting, and differentiated reserve requirement ratios to encourage financial institutions to boost their funding allocation to rural revitalization initiatives. Support financial institutions in issuing special financial bonds targeted at “agriculture, rural areas, and farmers.” Encourage eligible enterprises to issue bonds dedicated to rural revitalization. Deeply advance the construction of a rural credit system and enhance the collection and sharing of agricultural-related credit information. Promote mortgage loans using live livestock and agricultural facilities as collateral. Uphold the role of small and medium-sized rural banks in supporting agriculture and small businesses; adopt a “one province, one policy” approach to accelerate the reform of rural credit cooperatives, and steadily and orderly advance the reform and restructuring of village and township banks. Improve the multi-tiered agricultural insurance system and support the development of specialty agricultural product insurance. Severely crack down on all kinds of illegal financial activities in rural areas. Strengthen full-process oversight of agricultural funds and projects, and focus on addressing issues such as fraudulently obtaining or misappropriating, intercepting, or diverting funds intended for farmers.
 
(28) Improve the mechanisms for cultivating and developing rural talent. Implement the Rural Revitalization Talent Support Program, strengthen technical skills training for farmers, and expand the ranks of various professional and practical talents in rural areas. Promote the Rural Craftsmen Cultivation Project. Guided by industrial needs, optimize and adjust agricultural-related disciplines and specialties. Enhance the quality of agricultural vocational education and encourage vocational schools to form industry-education consortia with agricultural enterprises and other entities. Solidly advance grassroots service programs such as the “Three Supports and One Assistance” Program, the Science and Technology Special Commissioners Program, the Special Post Program, and the University Student Volunteer Service to the Western Region Program. Deeply implement the “Women’s Dream-Chasers in Rural Areas” Program and the Youth Action for Rural Revitalization. Support science and technology “small courtyards” to take root in rural areas, helping farmers and benefiting agriculture. Continue implementing the Special Program for University Student Village Doctors. Encourage and guide urban talent to serve rural areas, and improve the evaluation, appointment, and incentive mechanisms.
 
(29) Promote coordinated reform of forestry, agricultural reclamation, and supply-and-marketing cooperatives. Deepen the reform of the collective forest rights system, adjust and optimize the management system for timber harvesting, and grant right holders more comprehensive rights to manage and benefit from their forests. Further deepen agricultural reclamation reform, improving institutional mechanisms such as asset supervision and corporate governance. Perfect the property rights system for state-owned agricultural land and promote its standardized management and utilization. Advance comprehensive reform of supply-and-marketing cooperatives. Deepen the integrated reform of agricultural water pricing and water-use rights, strengthen management of water intake and use, continue to address excessive groundwater extraction, and promote the application of water-saving irrigation technologies.
 
(30) Improve the mechanism for integrating agricultural migrants into urban society. Link transfer payments, newly allocated construction land indicators, and infrastructure investment to the integration of agricultural migrants into urban life. Enhance the nationwide, publicly accessible and unified government service platform for household registration management, and implement a system under which basic public services are provided based on household registration in the place of permanent residence. Encourage cities with suitable conditions to gradually include agricultural migrants who have stable employment and living arrangements within the scope of urban housing security policies. Further increase the proportion of children of agricultural migrants attending public schools in the receiving areas during the compulsory education stage. Completely lift household registration restrictions on participation in social insurance in the place of employment. In accordance with the law, safeguard the land contract rights, homestead use rights, and rights to share collective income of farmers who have settled in cities, and explore establishing mechanisms for voluntary and compensated withdrawal.
 
To do a good job in rural affairs and achieve all-round rural revitalization, the key lies in the Party. We must unswervingly regard solving the “three rural issues” as the top priority of the Party’s work, firmly establish the political responsibility of secretaries at all five levels to promote rural revitalization, improve the institutional mechanisms for integrated urban-rural development, refine the support system for strengthening agriculture, benefiting farmers, and enriching rural areas, and deepen and implement the experience gained from the “Ten Million Project.” We should also establish a long-term mechanism for advancing all-round rural revitalization. We need to maintain historical patience, do our best within our capabilities, concentrate our efforts on accomplishing a number of key practical tasks that are tangible and beneficial to farmers, and ensure that the benefits are truly felt and accessible to the rural population. We must fully implement the “Four Approaches to the Grassroots” system, follow the Party’s mass line in the new era, and strengthen the bonds between the Party and the masses as well as between cadres and the masses. We must adhere to starting from the realities of rural areas, fully respect farmers’ wishes, improve working methods, and prevent oversimplification and “one-size-fits-all” approaches in policy implementation. We should encourage localities to engage in practice, exploration, and reform and innovation, fully mobilize the enthusiasm of Party members, cadres, and the broad masses of farmers, and unleash the dynamism and vitality needed for all-round rural revitalization.
 
Let us unite even more closely around the Party Central Committee with Comrade Xi Jinping at its core, remain firmly confident, overcome difficulties with determination, pursue practical and effective action, and work persistently and steadily to accelerate the pace of agricultural and rural modernization. We will strengthen the foundations of agriculture, foster greater prosperity in rural areas, and improve the livelihoods of farmers, thus making solid progress toward the goal of building a strong agricultural nation.
