The CPC Central Committee and the State Council: Organize and implement a new round of action to boost grain production capacity by 100 billion jin, and vigorously carry out projects to enhance grain yield per unit area.


The CPC Central Committee and the State Council have issued the "Plan for All-round Rural Revitalization (2024-2027)," aimed at enhancing the capacity to ensure the supply of grain and other important agricultural products. Ensuring national food security is designated as the primary task in building modern agriculture. We will fully implement the principle of joint responsibility of Party and government for food security, simultaneously focusing on stabilizing sown areas and increasing per-unit yields, thereby maintaining grain sown areas at around 1.75 billion mu and cereal sown areas at about 1.45 billion mu. We will launch a new round of initiatives to boost grain production capacity by 100 billion jin, vigorously carry out projects to improve grain yields, and steadily elevate grain production capacity to the level of 1.4 trillion jin. We will deepen implementation of the National Soybean and Oilseed Production Capacity Enhancement Initiative, firmly enforce the “vegetable basket” mayors’ responsibility system, adopt a holistic view of agriculture and food, integrate agriculture, forestry, animal husbandry, and fishery, and build a diversified food supply system. We will implement the target price policy for cotton, and strengthen the development of sugar cane and natural rubber production bases. We will improve the market monitoring and early-warning system, coordinate market-based procurement with policy-based storage, refine the reserve system and institutional framework, promote waste reduction and efficiency improvements across the entire supply chain, optimize market regulation mechanisms for live pigs, cotton, and sugar, and enhance capabilities for emergency food supply assurance.
