Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference thoroughly implemented the spirit of the 20th National Congress of the Communist Party of China as well as the decisions made at the Second and Third Plenary Sessions of the 20th Central Committee. It also earnestly carried out the guidelines from the Central Economic Work Conference, the Central Rural Work Conference, and the arrangements made at the National Conference on Development and Reform, and summarized... 2024 Annual work on grain and material reserves: analyze the current situation and make arrangements. 2025 The key tasks for annual grain and material reserves were discussed, and efforts were made to promote high-quality development of the grain and material reserve sector. Zheng Zhajie, Party Secretary and Director of the National Development and Reform Commission, attended the meeting and delivered a speech. Liu Huanxin, member of the Party Leadership Group of the National Development and Reform Commission and Party Secretary and Director of the National Food and Strategic Reserves Administration, presented a work report.
The meeting concluded that, 2024 This year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the national grain and material reserve system fully implemented the decisions and deployments of the Party Central Committee and the State Council, and carried out solid work in stabilizing markets, strengthening reserves, tightening regulatory oversight, boosting momentum, ensuring safety, and pooling efforts—achieving all major targets and tasks. We focused on stabilizing the grain market by coordinating grain procurement and market regulation, ensuring smooth and orderly grain circulation, and firmly safeguarding farmers’ bottom line that they can “grow and sell their grain profitably.” We made concerted efforts to bolster reserve capacity, significantly optimizing the scale and structure of reserves and further enhancing our ability to ensure supply. We accelerated the construction of infrastructure, seizing the opportunities presented by the “dual-drive” projects and making important progress in supporting high-quality development of the reserve system. We also made every effort to ensure emergency supplies, effectively responding to urgent needs arising from sudden events such as low temperatures, rain, snow, and freezing weather, flood control and rescue operations, and earthquake relief and disaster relief.
The meeting emphasized that, 2025 This year marks the concluding year of the 14th Five-Year Plan. The entire system must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, earnestly carry out the decisions and deployments of the Party Central Committee and the State Council, adhere to the general tone of seeking progress while maintaining stability, and uphold the positive interaction between high-quality development and high-level security. Taking the regular “three-in-one” approach—“learning, training, and implementation”—as the key driver, we must continuously enhance the quality, standards, and level of grain and material reserve work, constantly improve our capacity for grain procurement, storage, and regulation, accelerate the strengthening of national reserve capabilities, further boost the effectiveness of emergency material supply, and achieve the goals and tasks of the 14th Five-Year Plan in the field of grain and material reserves with high quality, thus laying a solid foundation for a successful start to the 15th Five-Year Plan. First, we must ensure the effective implementation of key reform tasks. We will deepen reforms of the grain purchase and sales and reserve management systems and mechanisms, further refine the mechanisms for managing material reserves, improve the grain price stabilization and regulation mechanisms, and establish long-term mechanisms for post-harvest grain conservation and loss reduction. Second, we must accelerate the construction of key projects. We will deeply implement projects aimed at enhancing reserve capacities, making every effort to ensure that these projects are completed on schedule, with high quality, and under safe conditions, thereby achieving high-quality completion of construction tasks. We will coordinate and promote “soft infrastructure” development, strengthen full-lifecycle project management, and ensure that all projects are high-quality and conducted with integrity. Third, we must intensify efforts in grain market regulation and industrial development. We will comprehensively manage grain procurement and market regulation, keep grain prices at reasonable levels, and play a crucial role in stabilizing expectations and markets. We will deeply implement the High-Quality Grain Project and steadily advance the “Six Major Enhancement Initiatives,” including green grain storage. We will improve the grain quality and safety inspection and monitoring system and strengthen grain quality and safety management. Fourth, we must continuously enhance our emergency preparedness and response capabilities. We will strengthen full-chain management of emergency material reserves and efficiently ensure the supply of emergency materials. We will build an emergency grain supply system to high standards, reinforce the construction of regional emergency grain supply centers, and enhance our capacity for emergency grain storage, transportation, processing, distribution, and supply. Fifth, we must deepen the rule-based management of grain and material reserves. We will thoroughly implement the Grain Security Assurance Law and continuously improve related supporting systems. We will further strengthen regulatory enforcement, launch the “Iron Fist Action” for grain circulation supervision in depth, and strictly investigate and punish all kinds of illegal and non-compliant activities involving grain. We will carry out relevant assessment work effectively, fully leveraging the guiding role of assessments to continuously raise the modernization level of grain and material reserve governance. Sixth, we must focus on planning preparation and supporting guarantees. We will scientifically prepare the 15th Five-Year Plan for grain and material reserves, carefully planning major strategic tasks, significant reform initiatives, and key engineering projects. We will strengthen support from science and technology and talent resources, coordinate and promote the construction of scientific and technological platforms, foster and transform research outcomes, facilitate deep integration among industry, academia, research, and application, and develop new forms of productive forces suited to local conditions. We will vigorously advance informatization, improve the long-term mechanisms for applying and operating information systems in grain purchase and sales supervision, and leverage the empowering role of information technology in achieving “penetrative” supervision of grain purchase and sales. We will promote the release of grain and oil standards in areas such as whole grains and grain-saving and loss-reduction, and deepen exchanges on these standards. Seventh, we must firmly uphold the bottom line of preventing risks and ensuring safety. We will continue to deepen the three-year action plan for addressing the root causes of production safety, maintain unwavering attention to production safety, comprehensively enhance management levels, and ensure that reserve materials are accurate in quantity, qualified in quality, and stored safely.
The meeting emphasized the need to take Party building as the guiding principle, earnestly fulfill the responsibility of exercising strict governance over the Party in all respects, and elevate the overall work by enhancing the Party’s own institutional development. We must strengthen the building of political institutions and deepen our understanding and application of the Party’s innovative theories. Strengthen the integrated development of Party building and business operations. Enhance the building of the cadre team, establish the right orientation, improve their qualities and capabilities, and reinforce positive incentives. Strengthen efforts to uphold integrity, enforce discipline, and combat corruption; rigorously prevent risks to integrity and honesty; adhere to truthfulness and pragmatism; and promote the “three no-corruption” approach in a coordinated manner. Strengthen the performance of duties and responsibilities in accordance with the law, strictly fulfill statutory obligations, bolster the capacity of rule-of-law workforces, and elevate the level of law-based administration. Strengthen grassroots-level foundational work, build robust grassroots Party organizations, enhance the construction of grassroots units under vertical management systems, and continuously consolidate the foundation for high-quality development of the grain and material reserve sector.
Members of the Party Leadership Group of the National Food and Strategic Reserves Administration, including the Chief Engineer and Inspector-General, attended the meeting. Also in attendance were relevant officials from the Discipline Inspection and Supervision Team stationed at the National Development and Reform Commission, responsible officials from relevant departments and units of central and state organs, directors-general from the food and strategic reserves administrations (or food administrations) of all provinces (autonomous regions and municipalities) as well as the Xinjiang Production and Construction Corps, principal officials from various vertical administration bureaus and internal divisions of the National Food and Strategic Reserves Administration, and responsible officials from relevant central enterprises, associations, and grain-related universities.
